Abstract

This study focuses on understanding the processes of social networks, collective action, participation, and social appropriation of government policy to obtain and manage social capital. Using both qualitative and quantitative methodologies, this research examined the interaction between social networks related to a community project involving a dairy processing agribusiness in Mexico and the government policy involved in the implementation of that project. The UCINET® software and the project timeline from 2009 to 2021 were used for social network analysis, elucidating the processes within the networks and in the relationship between social networks and government policy. The study found that government policy promoted network reconfiguration and citizen participation, but limited collective action and high-level participation by imposing requirements that were at odds with the actors’ interests, such as adopting a specific organizational structure (Rural Production Society) and maintaining the uninterrupted operation of the processing plant as a for-profit enterprise.
